Features are pluggable modules that can be enabled or disabled per business and gated by subscription tier.

What you can do
- A module registry with three-layer enablement (global → tier/override → dependencies); two actors — a tenant admin self-services within their tier, a superadmin toggles per-tenant (including comp/trial grants); disabled features are blocked server-side, not just hidden; grouped by area (Phones, Reviews, Surveys, Campaigns, Payments, Omnichannel).
